Border skirmishes lead to tensions along Assam-Arunachal boundary

ITANAGAR, Aug 17: Tension continues to grip Russa villages of Kanubari subdivision as hundreds of agitated people from various neighbouring villages armed with local muzzle loading guns and daos gathered at Kamkuh Rusa today to retaliate against indiscriminate firing leading to injury to one villager.

Even as the All Tirap Student’s Union declared a 12-hour Tirap bandh in protest against the  incident, the police personnel led by SP of Tirap Paldan  had a tough time convincing the villagers on the need to maintain peace in the area. Local MLA Newlai Tingkhatra, who arrived at Kamkuh Rusa, called upon the villagers to help restore law and order.

Villagers were further provoked by the news reports emanating from Assam media which claimed that the Assam police had fired upon NSCN cadres. Saying that the reports are misleading the villagers maintained that the Assam police is trying to cover up its misdeeds and justify the illegal action of firing upon the innocent villagers.

According to sources, hundreds of people especially the old, women and children from Kamkuh Rusa and Hahshe Rusa had left their respective village after news spread that the agitated villagers were planning to attack the Assam police camping at Shimhokho.

However, timely intervention by authorities bore results as the people showed restraint and expressed confidence in the government’s initiatives to maintain order. The people were also briefed in details about the personal initiatives of the Chief Minister Dorjee Khandu towards addressing the grievances of the villagers. Khandu, in his message to the people, had appealed the villagers to maintain peace and tranquility.

In the meantime, there were more reinforcements of the state police and the CRPF. The district administration also ensured supply of ration and other essential items for the affected villagers. Senior officials of the state government are also likely to visit the affected villages to take stock of the situation and hold discussions with the people.

UD Parliamentary Secretary Thangwang Wangham accompanied by the Advisor to the Chief Minister, Hejam Ponglaham; general secretary of All Tirap Students’ Union Shri Noksa Saham, Longding Anchal chairperson Phopha Wangsa and other leaders of Longding visited Tanglam, Ranglua and Kamkuh Rusa villages yesterday to take stock of the situation in view of the firing incident between the Assam Police and the villagers of Kamkuh Rusa over the boundary issue.

Though the visiting team had advised the villagers to maintain peace the villagers are apprehensive of the action of Assam police. “

Meanwhile, All  Nyishi Students Union (ANSU and Arunachal Law Students Union have appealed the state Govt to take bold steps against encroachment and eviction being carried out by Assam Police and forest personnel inside the Arunachal territory from time to time. Giving a fresh example of encroachment in Arunachal territory the Unions in a joint press release  today said the  forest officials under North Lakhimpur division  and Assam police personnel equipped with 2 excavators entered Arunachal territory,   destroyed  the CC footpath and RCC culvert in Belo Lora village area in Kimin circle on August 16. Even the Kimin EAC was not allowed to enter the village by Assam personnel during the eviction, the unions said adding the EAC, however, managed to enter the village and talk to Assam officials.

Criticizing the state Govt for not taking the boundary issue seriously, both the unions said that the Govt should take up development activities in Assam-Arunachal boundary area to counter encroachment of Assam authorities and instill a sense of security in Arunachalee people. They further demanded posting of APCS cadre officers in districts situated in border areas in order to meet the aspirations of the people living along the boundary.

It may be mentioned here that taking exception to frequent skirmishes along the inter-state boundary with Assam, the All Nyishi Students’ Union (ANSU) in May last called upon the State Government to take up the matter urgently with its Assam counterpart. In a memorandum to the Government, the Union alleged that villagers of Bello-Lora panchayat in Kimin circle of Papum Pare district were being deprived of development due to boundary problems.

“Should you sit upon a cloud you would not see the boundary line between one country and another, nor the boundary stone between a farm and a farm. It is a pity you cannot sit upon a cloud, wrote Khalil Gibran.

Allegedly, 1951 one man Boundary Commission demarcated the Assam-NEFA border sitting upon a patch of cloud. It sounds more fiction than fact, but the revered Gopinath Bordoloi, according to the grapevine sat down in his room with a couple of government officials, armed with a map of Northeast demarcated the boundary of Assam and NEFA based on plains and hills. Thus the fate was sealed.

On 10 February 2006 the Supreme Court granted three weeks to the Centre to decide whether to set up a Boundary Commission to resolve the boundary dispute among Assam, Arunachal Pradesh and Nagaland.

The Commission was set up. Nothing much has happened over these years because the states refuse to agree to a point.  It is unlikely that the hearing scheduled for August 23 in Arunachal by Local Boundary Commission constituted by Supreme Court would come up with anything substantial. What has so far happened is hearing and objection. The façade will continue while the people residing at border continue to bear the brunt of encroachment after encroachment.

But Supreme Court constituted Commission has come as blessing in disguise for our politicians. Whenever an encroachment happens at Gumto, Likabali, Shimhokho or Kamkuh Russa, Kimin, we are promptly reminded that states should maintain status quo.  

To add to the woes of the citizens residing in border areas, border skirmish, which often results in violence  among the NE states is not a big enough problem to grab the attention of the centre. The lack of concern is for all to see.

As if to validate the indifference of the centre, respective governments in Arunachal have been rather silent when it comes to borders. To take an example, in some portions of West Siang, people pay land revenue for their agriculture land to Assam government. Interestingly these phenomena started much after the Arunachal attained an entity of its own.

Apart from few mentions here and there, border areas and the people living there hardly figures in the schemes of things. Heeding to public outcry, Border Management Cell was created. But that was it. The department in an effort to maintain status quo seems to have forgotten why it was created at the first place. While the people living along the border fight for their land and property, it is about time government takes the issue seriously. A onetime reinforcement is not a solution. It must come up with a tangible solution even if it means give and take.  Or else everyone at the helms of affairs might as well give up and let the people at the border decide how they want to take forward the issue.

But the fact remains that we are not sitting upon a cloud and there are boundaries that need be fenced properly.

 

DC advocates for creation of proper tourism infrastructure

Ziro, Aug 17: Lower Subansiri Deputy Commissioner, Sadhana Deori, chairing a interactive meeting of Arunachal Pradesh Tour Operators Association and local service providers for tourists here yesterday strongly advocated for creation of proper and adequate infrastructure for promotion of tourism in Lower Subansiri district.

Asking the service providers to set up more stay homes instead of luxury hotels she said, tourists and more particularly the foreign tourists are more interested in the culture, and life styles of the people, and  prefer to stay at villages to have a real taste of their culture. But  such stay home should be neat and clean and attached with  toilets and baths with regular water and electricity supply, she added.  

Saying, much has been wasted for creation of tourism infrastructures in the district in the form of tourist lodges etc, but due to lack of foresight and planning , these infrastructures could not be completed as yet. Any amounts sanctioned in this sector be it from NABARD, government other financial institutions shall be properly planned and monitored so as not to repeat the past mistakes.

She also asked the tour operators to keep a good communication network with  service providers  including stay homes owners, tour guides, local handloom and handicraft emporiums and sells counter owners to keep the tourists satisfied and engaged during their visit.

Citing instances of hitches with the tourist in the past due to ignorance of locals , she said villagers need to be educated through awareness camps on  the benefits of the visit of tourists to their villages, there should be a proper system in bringing tourists to the district and suggested that every tourists should be accompanied by a tourist guide and every village should have a village tourist guides.

APTOA, President John Panya, while presenting the theme of discussion said, tourism is  one of the most important  sector that can boost the local economy and employ the youths. Lower Subansiri, has the highest  potentiality  of rural tourism, eco-tourism and adventure tourism , including white water rafting, paragliding, hot ballooning, but this need to properly identified  and included in the tourism Map and chalk out tentative itineraries to attract tourist.

Lauding the innovative idea lower Subansiri DC Sadhana Deori for organizing the summer festival that has  giving the tour operators and other service providers a plate form  said, locals need to support such effort of administration  and appealed the people to take over the responsibility of organizing the festival and  continue it, as the officer who has the brain child  of organizing the festival  can be transferred out any time and in that case the festival dies of its own and the ultimate  losers would be  the locals.

Senior tourism promoter and Managing Director, Future Generations, Ziro, Dr. Hage Kano, said any development can sustain only when there is community participation and encouraged for community participation in tourism sector as well. He also assured to provide necessary awareness training to the villagers and service providers. He expressed concern over making Ziro as transit camp for tourist despite having the capacity to engage the for over ten days with so many tourist spots and suggested for amending the tour package of Ziro.

Dr. Kano also suggested for formation of clubs or associations of service providers particularly of stay home owners  to have a healthy competitions among them. A small percentage of rent of stay homes can be  contributed to the association for maintaining cleanliness of the villages .

Golf camp at SLSA

ITANAGAR, Aug 17: Arunachal Pradesh Governor Gen JJ Singh said that more children should take part in sports camps.

He said on being informed that State Youth and Sports department is organizing another golf coaching camp at Sangey Lhaden Sports Academy (SLSA), Chimpu in October.

Gen Singh, who was on a visit to the SLSA, Chimpu today, inspected the newly developed green at the Academy and also the golf driving range.

Gen Singh took initiative in the development of both projects. To further infuse interest in the game, he said, once a week golfing in the Raj Bhavan Golf course may be allowed. It will ensure that course at Raj Bhavan will remain functional in the future, Governor added.

While appreciating the multi utility sports complex coming up at the Sangey Lhaden Sports Academy, Gen Singh suggested for proper drainage system around the activity area.

 

Arunachal U-16 Girls football team leaves for

Uttarakhand

ITANAGAR, Aug 17: Arunachal Pradesh U-16 Girls football team left here today for Haldwani, Uttarakhand to participate in the 7th Sub-Junior (U-16) Girls National Football Championship to be held there from August 19.

The team selected on the basis of performance in the just concluded Nyari Welley Open Women’s Football Tournament is being led by Kipa Bharat and Koj Taley as coach and manager, according to Arunachal Pradesh Football Association.

Jully Jail at the mercy of god

ITANAGAR, Aug 17: A chance visit to the Central Jail err District Jail,  Jully Village, tucked away few kilometers from Itanagar has opened up Pandora’s  Box.  Leaders of All Arunachal Pradesh Students Union and two other students’ organization during visit to the area on Aug15 were in for some unpleasant surprises.

What these student leaders observed during their visit to this Jail was plethora of loopholes, seemingly, borne out of chaotic decision and bereft of vision.

From address of the said Jail to infrastructure and facilities, they found mess from the beginning.

The foundation stone outside the 20 something metre Jail wall reads: “Central Jail, Itanagar Inaugurated by Shri Shivraj Patil Union Home Minister on 05-04-2005”. But inside the sprawling confinement, it was District Jail in truest sense.   

When did Patil visit the Jail? Was it a hush-hush affair? The fact, as corroborated from one prison official was, he never turned up for the ceremony. The foundation stone was a big lie, if it so. But let’s not make issue out of it.  But what about the metamorphosis of central to district jail or the vice versa? The student union leaders got one of the big shocks of their lives when they were “enlightened” by the Jail warden, Superintendent of Police, Michi Paku that the place they have visited was not Central Jail but a district jail!

“Voila! For all these years we made fool of ourselves or the government?” they exclaimed univocally. Paku clarified that the District Jail here and in Tezu along with 7 other sub jails in various districts was sanctioned during the 11th finance commission with a total budget of 10 crore rupees.

According to the official sources, the Jail here was completed in 2004. However, it took 5 years to get commissioned. The Jail showed the light of the day only on November 3, 2009 after the pressure groups and civil societies pressed the government on the urgency for a jail in the capital complex.  

The government never made reason for the inordinate delay in starting the Jail available to public.

The Jail has four wards-two for the male, one each for VIP and female prisoners.

“The Jail has the capacity of 44 male inmates only but is housing 56, which is against the laid down norms” says Takam Tatung and urged the State government to take corrective measures. Tatung pondered what will happen if Arunachalee prisoners languishing in Lakhimpur, Tezpur and Dibrughar jails are brought to the state’s prison. “Where is the place to accommodate them”, he questioned.

At present, the Jail is housing under trial prisoners (UTPs) from Naharlagun and Itanagar Police Station.

The visiting students’ leaders were also horror-struck at the absence of grill gate, fire tender and frisking equipments in the Jail. Above all, there is no patrolling track outside the Jail. However, the jail official informed that they have approached the state government for it.

AAPSU president demanded complete streamlining of the Jail and creation of more wards, at least, to cater to 100 prisoners.

There is no barracks for supporting staff, thus no any standby party. If mishap occurs, leave everything to the mercy of god!

After a brief interaction with the jail official, the student leaders distributed fruits to the prisoners and advised them to be good.

 

Pongging says yes while Anti Siang Dam rally on cards

ITANAGAR, Aug 17: Lower Siang Project Coordination Committee has claimed that all 47 households of Pongging village have agreed that Jaypee Arunachal can conduct cadastral and other requisite surveys.

The Committee which is headed by one Orat Panyang as General Secretary informed that the meeting, in which villagers allegedly agreed to allow survey, was held under the chairmanship of MLA J K Panggeng and attended by Col Remo Karbak and Kaling Borang of Jay Pee Arunachal Limited. The Committee informed that all demands made by the villagers of Pongging village will be taken care off by the government of Arunachal Pradesh and Jaypee apart from resettlement and rehabilitation policy of the state government. On the other hand, Anti-Lower Siang Hydro Project Dam Party is conducting a massive public rally against the Lower Siang Dam Project at Pessing under Jomlo-Mobuk circle West Siang District on August 22.

It appealed to the Bureaucrats, Technocrats, Political Leaders and youths of the affected areas to cooperate and attend the rally.

 

Police arrest anti tobacco campaigners

ITANAGAR, Aug 17: Yingkiong police have arrested three anti tobacco campaign activists who are members of of the All Upper Siang District Students’ Union yesterday.

The union had conducted anti tobacco campaign at Tuting, Jengging, Mariyang and Geku blocks.

However, the situation took a turn when the bazaar committee of Yingkiong made a complaint against the union for burning their tobacco products, which led to arrest of the Assistant general secretary, convener and assistant social service secretary of the union.

Meanwhile, the union in a meeting held today demanded immediate release of the arrested members before August 19 and also appealed to the AAPSU and AdiSU to look into the matter.

 

Sincerity and dedication do get recognition

What more could a person expect when his services to the state and the nation gets accolades and recognition from the supreme office of a nation.

Let me introduce you to Thupten Tsewang Lama, one of our sincere and dedicated officer, who had given his 33 years of valuable service to the state and for the police department. Presently holding the post of ASP in the CM’s Security Cell, Lama has been conferred with the prestigious president’s police medal on the 64th Independence Day of India for his meritorious service.

Born in 1953, at Thengmakhar village under Kitpi circle of Tawang District, Lama joined the State Police as Sub-Inspector in the year 1978. He never looked back after that. Posted to many districts and sometimes given additional charges of other districts in addition to the posted district, Lama handled his duties with utmost sincerity and tactfully.

During his tenure at Tawang, he was assigned to investigate a heinous crime in which para-military personnel were involved. He splendidly worked out the case which had initially no clues. Due to his intelligence, he could break through the case, charge sheeted the accused and subsequently the court pronounced capital punishment to the accused. In the year 1993 he was transferred and posted to armed Police Battalion and assigned to take over the charge of E-Coy of 2nd AAPBN Itanagar. During his tenure at Battalion, he was endorsed to work independently as Coy Commander. He had shown keen interest in keeping jawans physically fit and disciplined by engaging daily PT and parade at Coy Level. He had improved the discipline among the jawans and brought them up to the mark.      

In the month of April 1986, he was transferred and posted to security Cell, Police HQ Itanagar and assigned the job of personnel Security Officer Cum Security in charge to the Chief Minister of Arunachal Pradesh. In between he was promoted to Dy. SP and posted to other districts.

In the year 2006, he took over the charge of Chief Security and Liaison Officer to Chief Minister of Arunachal Pradesh and brought about landmark developments in improving the security of the CM cell. He introduced sophisticated equipments required for ensuring cent percent security and had been continuing his efforts till this day.

His recognition is sure to encourage other officers who have been relentless working for the cause of the state and the nation. Hats off for T T Lama and many other unsung heroes.

 

AIMSU says no to public hearing

ROING, Aug 17: The All Idu Mishmi Students Union (AIMSU) said it will put up stiff resistance against any proposed public hearing to be announced for 3000 MW Dibang Mulitpurpose Project.

This was stated today by AIMSU Secretary Rajiv Mihu in a letter to Arunachal Pradesh State Pollution Control Board.

“Considering the anxiety in the local people here due to proposals for large number of dams, we would like to request the board not to announce further public hearing for Dibang Multipurpose Project.”

The union said it does not believe in the process of public hearing, since it feels is a mere lip service to the issue of public opinion making the entire public consultation process as farce.

Requesting the govt not to take people off guard by imposing several large hydro projects on their land, AIMSU said, “We do not believe on the kind of development which the state govt has envisaged.”

“This developmental approach requires thorough consultation of people, experts, all stakeholders and consent of local affected communities. We request the govt and the power companies not to take undue advantage of ignorance of local tribal people through mere charity works to lure them for their ‘yes’ to power projects.”

The union said it was opposed to large dams in Dibang basin since it fears that it would affect their people in immeasurable terms, which could alter the whole socio-cultural landscape of the region, leaving permanent scare on their civilization.

Since May 2007, when the public hearing for Dibang Multipurpose Project was declared for the first time, the hearing got postponed for nine times owing to stiff opposition from local people and the community based organizations.

Of the two public hearing proposed at Roing, district headquarter of Lower Dibang Valley and New Anaya in Dibang Valley, the first hearing was held on Jan 29, 2008, despite wide opposition to the project.

The second public hearing for New Anaya, since then could not be conducted due to local opposition. It was last declared in the month of March 2009 but had to be postponed after organizations from Assam and Arunachal jointly gave declaration of road blockade along Shantipur-Anini road.

NHPC Ltd, the project proponent, then couldn’t hold further public hearing as site clearance to the project was accorded during 2004 under the provisions of EIA Notification, 1994 of which the term expired on 13th September 2008.

By this time, due to delay in conducting public hearing, the extended period for submitting the proposal under EIA Notification, 1994 expired. The project proponent was therefore advised by the Environment Ministry to submit the proposal, afresh, according to the procedure mentioned in the EIA Notification, 2006.

In Sept 2009, NHPC was issued fresh terms of reference for revised EIA by the Expert Appraisal Committee of MoEF. So accordingly after completion of EIA, NHPC had to hold public hearing afresh for Lower Dibang Valley and Dibang Valley as per the new environment impact assessment studies.

In a recent development, NHPC Ltd had asked the state govt to hold its public hearing within the month of September this year.

Taro Opey Foundation, Ziro thank present State Government for its announcement on the occasion of 64th Independence Day Celebration to award State Gold Medal to Tapi Mra, 1st Arunachal Everester for successful completion of his four Mountaineering Expeditions in a span of four years which includes Island Peak, Mera Peak, Mt. Everest, and Mt. Kilimanjaro. Such recognition will surely encourage moral of Mountaineers of this State. In fact this recognition from State Government to Mra, was long overdue.

In each time various well wishers contributed money to meet expenses of expedition which enabled Mr Tapi to carry out mountaineering expedition successfully. The credit of success of Mra goes to Chief Minister Dorjee Khandu, his Ministerial colleagues, all individual contributors, well wishers, friends, his family members who constantly stood by him with all possible supports through thick and thin times and particularly Governor Gen  J.J. Singh, Ministers Tako Dabi, Chowna Mein, Tagin Welfare Society Itanagar, Tagin Cultural Society Daporijo and Takam Sorang, Ex-MLA who had extended immense contributions in terms of money and moral support.

On this happy moment Taro Opey Foundation, Ziro take the privilege to thank all for their valuable support without which Tapi Mra would have not achieved such successful expeditions. Hope to see again such encouragement and moral supports in favour of Mr Tapi Mra during his more expeditions to come.

Keep a reasonable rate for students

    Dear Editor,

I would like to draw attention towards recent unjustified hike in fares of tempo in capital complex. I understand the fact with increase petrol and diesel prices, tempo and auto association has every right to up the fares. But this hike in fares is most affecting the student community who survive on pocket money provided by parents. There is no denying that ever since tempo association increased their fare, it has made life tough for student like me. I am a class XII (science) student and I travel to and fro from Ganga to Zero point Tinali on daily basis. In order to attend various tuition classes, I have to keep moving and for this totally depends on tempo for traveling.

Just to travel from Ganga to near C-sector petrol pump to attend tuition class, I have to pay 10 rupees and from there to travel till zero point, another 10 rupees. I don’t think this is justified. Like me there are hundred more students who depend on tempo for transportation. I am sure even they must be facing similar problem. Therefore I would request tempo association to charge five rupees from student as fare. To make matter easy for them, I would suggest they ask for the identity card from students. It is a sincere request to tempo association and I hope they will show kindness to the student communities.

Choose the right location

Dear Editor,

In the recent past, much media coverage has been given on setting up of Medical College at the present location of General Hospital Naharlagun. The centre is said to be considering grant of around 190 crore for the purpose. GOI’s concern for the state of Arunachal Pradesh is appreciated and coming up of such an institution is a welcome development. However, such projects need long term planning. Everyone, including the civil society is a stake holder in the development.

The location proposed presently includes area covering the General Hospital, Legislative Assembly and other offices that are located in the erstwhile secretariat in Naharlagun.  All these offices have to be relocated to new places.

At least 22 offices will have to relocated which would cost would the government more than 40 crores.

It is a known fact in public domain that state Govt. had aquired sufficient land for 500 bedded hospital project in Pachin Village. Compensation was settled and crores spent. Foundation stone was laid by L.K. Advani, the then Deputy Prime Minister of India. Though the delay had led to withdrawal of funding from GOI, the area still remains intact. Just a bridge over the Pachin River makes the area accessible, which is in the outskirts of the main city and an ideal location for such an institution.

Now it is for all the stake holders and Govt. to see which one is a feasible proposition. While doing so, some question may be asked to oneself like; will the bridge over Pachin River cost less to the Govt. than rebuilding these offices that are going to be dislocated? Whether land is readily available for accommodating all these offices? Whether it won’t be a public inconvenience to shift and scatter these offices that are presently located in one place? Whether the proposed location can accommodate traffic that will come with such institution? Whether location won’t affect the hygiene of the surroundings, given the hospital waste that is going to be generated? Whether the present land will be sufficient for the college or it needs some more?

Dear Editor,

With the launch of the 3G services in Pasighat, Aalo the people from outside may think that the BSNL is providing robust service in these places. But the fact is this that the service is degrading with launch of each new service. Now we have the habit of redialing same number at least 5 to 6 times, because it never hits at the first time. It is our sincere request to the BSNL authorities and the Government to look into the matter why there are so many misses in the network. Ideally there should be more than 99% reliability and hit where as in practice it is hardly 20 % hit and for sure, no reliability.

Declare results

Dear Editor,

I would like to bring in APPSC’s notice that it has been almost six months since the written test for Range Forest Officer (RFO) was conducted. However the results for the same have not been declared till date for reasons we can only guess.

Such delay is causing unnecessary confusion and frustrations among the candidates. And one cannot help but to question the fairness of the evaluation due to such delays.

So, on behalf of all the candidates I would like to request the concerned authorities to kindly declare the result for the post of RFO as early as possible to prevent any confusion and misunderstanding among the candidates.

Politicians too should share the blame

Dear Editor,

The recent decision taken by the Kurung Kumey District Administration to crackdown the truant SSA teachers in various schools of the district is a very appreciable step. But this culture of absenteeism maintained by the SSA teachers in the district is not only the contribution of those teachers’ but mighty politicians as well. The recruitment of SSA teachers has always been the part of the greater political diversion. The mighty politicians recruit the teachers as per their will because the recruitment of one SSA teacher gives them some 10-15 voters which is a very profitable business for them.

The literacy percentage of the district could be much worse if concern authorities of the district do not take up some better recruitment policy for teachers and keep it out from the influence of mighty politicians.

Coming back to SSA, teachers are considered as the nation builders and students as nation’s power. But, how it is possible in a district like Kurung Kumey where the teachers act as active agent of destruction rather than the construction of the society. What the teachers should understand is that they are in their position so that they could contribute at least something for the society in the form of educating the students.

I appreciate the district administration for taking up such bold steps for better educational scenario in the district and expect that such steps will yield fruitful results without the direct or indirect influences of the mighty politicians of the district who recruited these absentee teachers.

The Litmus test

Dear Editor,

With Common Wealth Games (CWG) barely  two months away, we finds a huge drama unfolding with allegations of corruption, resignations, criticism, suspension of organising committee officials and war of words breaking out. A very entertaining drama, no doubt. But let us remember that the civilized world is watching us. Corruption is a religion followed generally by government officials.

As long as corruption exists, India can never achieve the status of global super power other than global population super power beating China.  

Since Beijing had organized the Olympic Games with extra pomp & show, it is a litmus test for India to show her mighty and potentiality to become global super power nation in the days yet to come.

Solution to Boundary fiasco

Dear Editor,

Recent conflict between Russa villages of Kanubari sub-division in Tirap district & Assam authorities is very unfortunate and may be damaging to our rapport of age old harmonious relationship with our neighbouring state. Not only Kanubari but many more other places like Likabali, Gumto, Kangku, Gerukhamukh bordering Assam also witness tense situation due to indecorous demarcation of boundary.

Why such incidents are happening? Why the public of both the states residing in the boundary areas suffer? Is there no concrete legal discretion? Instead of cursing darkness, we should light a candle or instead of creating a hostile atmosphere, the Government of both the states should seek out an amicable and long-lasting solution at the highest level. Arunachal Pradesh and Assam are part of India and all are Indians. With broad outlook and positive spirit of integrity, a comprehensive dialogue on boundary issue may be initiated for peace, prosperity and development.

Eviction drive at Seppa

SEPPA, Aug17: A Team headed by ADC-cum-Estate Officer,Mige Kamki,Town Magistrate,LRSO & police personnel carried out an eviction drive here yesterday at Pacha Power House complex where 18 temporary huts were dismantled & freed the complex from such unauthorized occupation.

The eviction drive was done in compliance to DM/DC’s modified order No. LM-15/95-96 (vol-I) dtd. the 11th August 2010 directing all the encroachers to voluntarily dismantle the structures on or before 15th August 2010 failing which eviction drive was to be carried out on 16th August and accordingly prior notice were also served to the encroachers. Meanwhile, DM, Tope Bam said that in no case any kind of encroachment shall be tolerated in days to come & if such cases is found the Estate Officer will initiate necessary action against the defaulters after proper verification following the due procedures. Further, he also informed that yesterday’s eviction drive has been fully supported by the elected representatives & the civil society of the district. (DIPRO)

 

Refugee and illegal immigrant are two different issues: RSS

ITANAGAR, Aug 17: Rashtriya Swayamseval Sangh (RSS) which is making serious effort in recent years to spread its influence in Arunachal today stated that it stands to safeguard the rights of indigenous tribal people.  RSS held a press meet today in Itanagar, where its national media in-charge Manmohan Vaidya spoke in length about various policies of organizations and its view on certain issues.

Speaking about Chakma-Hajong refugee issue, he said interest of local citizens should be protected at any cost. “Obviously interest of local citizen should be prioritized. But this issue is very delicate one and all party involve need to work carefully,” said Vaidya. He further asked Chakma-Hajong to respect sentiments of local citizen and try to live peacefully with indigenous people.  On being asked by one journalist why RSS is silent on Chakma-Hajong issue but vocal about Muslim Bangladeshi migrants in North-East, he said refugee and illegal immigrant are two different issues. “Chakma-Hajong has been displaced from their place of origin due to religious persecution and India being democratic has provided them with shelters. Also India should protect rights of every Hindu from whatever country they may belong,” added Vaidya.

He also asked central government to come out with strong policy on Arunchal and urged them not to bow under undue Chinese pressure. All the area around China border should be developed and people of this border state should be brought along with mainstream India, RSS media in charge believed. Also present during the press meet was Talem Mize, joint secretary, RSS Arunachal. He informed about various grass root level programs initiated by RSS through the out the state. At the moment RSS has 34 branches in Arunachal and concentrate mainly on protecting tradition of local tribals, Mize informed.

 

Forum asks clarification

ITANAGAR, Aug 17: All Jigo-Yego Intellectual Forum sought clarification from the Department of Power regarding departmental report -2002 wherein it has shown that  Siji, Siji-Labour Camp and Magi has been given electrification provision under the RGGVY scheme and declared electrified in census report 2001.

The Forum said that “it is a matter of great shame on the department that the residents of these villages are still solely depended on Kerosene Oil for lightning and other purposes”

The Forum demanded clarification from the concerned department at non- maintenance of those villages which has been mentioned as having electrification provision.

It further said that if the department cannot maintain the facilities, department should not give electrification provisions.

 

District level Science Seminar

ITANAGAR, Aug 17: Nani Anyung of VKV Ziro and Amit Kalita of VKV Yazali were adjudged as 1st and 2nd at the District level Science Seminar on the theme India and World Science.

Deputy Director of School Education, Lower Subansiri District conducted the seminar at Government Higher Secondary School, Hapoli recently.

Meanwhile, the principal and the staff of the VKV, Ziro has congratulated Anyung for the splendid performance at the district level seminar.

She will represent Lower Subansiri at the state level Scein seminar.

 

ASUS memo for CM

ITANAGAR, Aug 17: Arunachal Students Union Shillong (ASUS) in a memorandum to state Chief Minister Dorjee Khandu laid down few grievances for him to look into.   The main points of union included re-construction of Arunachal Bhawan Shillong, construction of girl’s hostel, affiliation of boy’s hostel from government of Arunachal and replacement of present  APST buses with new one.

ASUS informed that condition of lone Arunachal Bhawan, Shillong, is in poor condition and need urgent attention.  This building which is more than 70 years old and built during British era today lies in dilapidated condition. The pitiable condition of building is a threat to life of many ordinary citizens who visit Shillong, ASUS believed. Another matter which needs urgent attention is construction of girl’s hostel. Many Arunachalee girl’s students studying at Shillong are facing lot of problem due to non-availability of girl’s hostel and ASUS requested CM to consider this demand on priority basis.

Another matter concerning union is poor bus service of Arunachal Pradesh State Transport Service (APST). State transport department has been providing daily night bus service to Shillong but condition of bus is not conducive for such a long journey. Often mechanical problems cause breakdown of APST bus during the journey. The Union claimed that the CM has assured to look into the  grievances.

 

I-Day celebrations

ROING, Aug 17: The Independence Day was also celebrated at Dambuk Sub-Divisional headquarter with patriotic zeal. MLA Jomin Tayeng unfurled the national flag at General Ground.

Tayeng said that Yapgo at Dambuk need to be given due importance on historical and archaelogical point of view as the people of Dambuk fought with the Britishers in 1894 at Yapgo which is famously known as Anglo-Abhor(Adi) War, 1894. He expressed gratefulness to the Chief Minister Dorjee Khandu for showing impartiality in implementing various developmental activities in different places of the state. Though Dambuk is a late starter, many infrastructural development activities are being initiated recently.  Under RGVY, drawing of 120 KV power line from Ranganadi Power Grid via Mebo connecting Dambuk & Paglam Circle was already approved by the govt. and the work is soon to be started once the monsoon passes away. Under constructed bridges over Sisiri River at zero point and at Bizari road would be completed in 3 years term which will give round the year connectivity to the Dambuk and construction of Jia to Bizari road under NLCPR has already statrted, he added.

YACHULI:  Presentation of over 50 cultural troupes  of various communities marked the celebration of 64th Independence day at Yachuli ADC headquarters of Lower Subansiri district, where local MLA and APEDA Chairman Likha Saaya unfurled the national Tri-color as the chief guest.

Dorjee Khandu led  government has been  very kind to the people of  Yachuli constituency as only a year ago, the Circle Head Quarter of Yachuli was upgraded to independent ADC Headquarters, now the long pending demand  for creation of Circle Headquarter at Deed  has been approved. It is now for the people to reciprocate this gesture of the government by cooperating it in its efforts to bring overall developmentin the area, he said.

Saying administrative machinery is the back bone of development, and the administrative officers  can not be made to work without a vehicle, Saaya  handed over keys of a Scorpio to ADC Yachuli, Yowa Topu and a Bulero to Circle Officer of Pistana M.Kakki, for official use. Expressing his confidence over   the Administartive officers of Yachuli , Yazali and Pistana,  he appealed the people these circles to cooperate the government machineries in delivering development for the  area.

Listing education, health and tourism sector as his priority areas, Saaya, sought the unstinted support and cooperation of the people.

Saaya who captained the MLA’s –XI , scored  two goals to defeat the ADC-XI by 4-2 goals in the football match that followed the ceremonial function of the Day.

At Likabali, the Day was celebrated in a colorful manner at Chidu-Chigo ground. Attending the programme, Parliamentary Secretary Jomde Kena highlighted the various welfare activities of the state government. He assured the people to provide quality education to young generation so that they can cope with odds and modern day challenges in their life. Stressing on good governance, he said that good governance can only bring rapid development.

On the occasion, Likabali EAC (i/c) Ibom Tao released a Galo audio cassette "O-Ajenaa and Jigo-Yego" produced by Dajum Kena (Nada). The final match of the 7th Independence Day Football tournament played between Uli Football Club and Silli Ete Football team added color to the celebration in which the former defeated the latter.

At Palin, MLA Takam Tagar (Pario) has assured establishment of B class police station at Palin  in order to improve  the law and order situation in Palin area.

While addressing the people of Palin area on I-Day, Tagar informed that 9 group D and one group C posts have been approved by the Govt for family members of Palin inferno victims. The MLA also lauded the former MLA Balo Raja for his achievements during his tenure and assured to carry forward the development process.

Earlier on Aug 13, heads of all the departments discussed various development activities being taken under Palin constituency.

I-Day was also celebrated at Toru. Papum Pare Zilla Parishad chairperson Nabam Aka unfurled the National tri-colour in presence of Govt officers, PR leaders, H GBs, GBs, students and general public at General Ground Toru. Addressing the gathering, she highlighted the developmental activities being taken up in Toru circle by the present Govt.

A volleyball match was also organized to mark the occasion where in PR leaders team thrashed the Officers’ team and won the match.

Meanwhile, Arunachal Pentecostal Church Council (PCC) has celebrated the Independence Day at Church Premises at Sagalee on Aug 15.  Sagalee  ZPM Abraham K Techi unfurled the National Tri-colour on the auspicious occasion.  While addressing the gathering Techi said Independence Day symbolizes the national peace and progress of India. ASM Techi Tameng highlighted the importance of this celebration.

 

AR reaches out to people

CHANGLANG, Aug, 17: 25 Assam Rifles under the Dah Division conducted a joint Medical Camp with civil administration, Changlang at Manmao Town, Changlang on Aug 15.

People in large numbers from remote villages of Manmao circle availed the facility of free medical treatment.

The medical camp was organized in conjunction with the District Medical Authorities. Two doctors from civil Hospital Jairampur and Manmao, along with the Assam Rifles Doctor attended to the patients.

Besides providing medicines for a variety of diseases and ailments, some patients were also referred for advanced treatment. A free medical checkup was also organized for the school children participating in Independence Day celebrations.

Wathai Mossang, EAC, Manmao thanked the Assam Rifles authorities for their efforts in reaching out to the people of remote areas.

Meanwhile, a daylong free malaria screening and treatment camp was organized by the 18th Assam Rifles under HQ 25 sector Lekhapani in Namphai on Aug 16 last.

A large number of villagers tested positive for malaria informed AR medical officer assistant commandant Dharmendra Kumar who was leading the team.

Eight cases of cerebral malaria were detected during the screening and they were provided immediate SOS injections, he added.

The GBs of the many villages thanked AR Commandant Col Sandeep Choudhary for the humanitarian gesture.

Col Choudhary assured the villagers for all kind of medical support.

In all 545 villagers from remote areas like Khamlang, Dharampur, Nongtham, Kharsang were treated, adds out correspondent.

 

Siram assures teachers

ITANAGAR, Aug 17: All Arunachal Pradesh JT & AT Wait-listed candidates Forum claimed that Education Minister Bosiram Siram today assured to initiate the process of appointing wait-listed candidates of AT & JT on merit basis from this month.

The minister gave the assurance while responding to a memorandum submitted to him by a delegation of the Forum requesting for early appointment of all the 226 wait-listed candidates.

The minister hoped that many posts of JTs and ATs are likely to fall vacant following promotion of JTs to STs and ATs to JTs and with creation of headmasters, vice principals, principals and ST posts.

 

IAF-Arunachal meet for effective air or evacuation sorties

ITANAGAR, Aug 17: In order to explore the ways and means for more effective air or evacuation sorties and sort out problems involved in it in the state, Indian Air Force authority, held a coordination meeting with the Addl. Residential Commissioner, Arunachal Govt. at Shillong on Aug 11.

 The representatives of Air Force including Air Commodore Souvik Roy, Wing Commander S B Dhagat and Wing Commander S Tandon  were of the view that  Anini should be covered under fixed wing service immediately. They further said the state Govt may increase the number of fixed wing service on priority with operational headquarters at Jorhat. At present four CPO centres, namely, Tali, Lada, Damin and Vijayanagar is covered by fixed wing and rest  14 CPO centres  are covered by rotary wing.

At times there are problems like non-availability of load/tonnage at the helipad when the aircraft is ready for operational. In such situation the state Govt should issue clarification/reason in order to avoid audit objection, IAF personnel observed.

The Additional Resident Commissioner Kemo Lollen pointed out that a copy of the agreement between the IAF/MOD and state Govt be made available to all concerned officers. Dy resident commissioner Onam Lego also took part in the meeting.

During the meeting the AIF officers raised various important points  which includes provision of refueling facilities at Tawang, arrangement of voice communication and other communication facilities at FFP and CPO centres, provision of sufficient skid boards  at all the CPO centres and sufficient fund from the state Govt for maintenance of Helipad and other infrastructure  being availed by Air Force.

 

ZPM demands police station

ITANAGAR, Aug 17: ZPM, III-Mariyang highlighting the public grievance in a letter to Chief Minister said that due to absence of police station in the area, the SBI branch office could not be established in Mariyang till today.

ZPM appealed to the Chief Minister for early establishment of Police station at Mariyang.

He further appreciated to the members of the Arunachal Charity Home Society, Dibrugarh who assisted the family members of a deceased to carry back the dead body from Dibrugarh to Mariyang recently.

 

NABARD supports livelihood promotion

ITANAGAR, Aug 17: In order to extend   its outreach for livelihood promotion, NABARD will support and sponsor the skill developmental programmes  by National Youth Project (NYP)  in Tirap, Changlang, East Siang, West Siang, Tawang , West Kemeng, Dibang Valley, Lohit, Anjaw  and East Kameng Districts.  

The progarmmes will target  250 rural unemployed youth ( men & women), SHG members.

The participants will acquire skills in areas of handloom weaving , cane  & bamboo handicrafts, Hosiery and Woolen Garments, wood carving  and bee-keeping for their  livelihood  promotion.      

The programmes will be conducted in close collaboration  with District Administration, Labour and Employment Department and Directorate of Industries in the districts besides banks operating in the areas. The average number of trainees per programme  has been restricted  to  25 for effective  participation.

At the end of the programme, the NGO will collaborate with the banks for credit linkage , which is very poor in Arunachal.

 

Anganwadi workers and helpers meeting held

ITANAGAR, Aug 17: ICDS Project, Seppa had conducted circle level meeting with Anganwadi Workers and helpers, PRI leaders and other public at Lumdang, Pakoti and Pompoli from August 9-12 as part of IEC programme under ICDS Scheme.

During the meeting, emphases were given on the role and job responsibilities of AWWs and AWHs.

Speaking on the occasion, CDPO SC Tok advised all the AWWs and AWHs to carry out their duties and responsibilities as per the guidelines and also suggested them to submit the MPR on time.

He further, advised the in-charge supervisor/Gramsevika of the respective areas to inspect and visit the centres.

Meanwhile, best KSY beneficiaries award were given to Achi Taku, Makup Sangyu, Yari Sangyu and Hawa Sangyu.

 

 

AAF’s  mega cultural show

ITANAGAR, Aug 17: The Arunachal Artiste Forum (AAF) successfully organized a mega cultural show at Sagalee on August 15.

Numbers of artist including special guest Amit Paul, Bengia Hemanta, Marto Kamdak, Deli Demin and Kipa Rubniang presented melodious numbers amidst huge gathering.

Amongst other, PWD and UD Minister Nabam Tuki, Advisor to CM Vishal Nabam and ADC Sagalee attended the programme.

 

CRC celebration

ITANAGAR, Aug 17: The Management board of Christian Revival Church (CRC) Naharlagun has formed a silver jubilee celebration committee comprising of Er. Toko Jyoti and L. K. Yangfo as Chief Patron and Patron respectively beside Pastor Hillang Taya and Rev. Dr. Takeng Taggu as Chairman and Organising Secretary respectively. The church is all set to celebrate its Silver Jubilee in November this year.

 

Condolence

ITANAGAR, Aug 17: Arunachal Pradesh Teachers’ Association, West Siang District Unit mourned the sudden demise of Gumbi Yomgam, a junior teacher of government secondary school Yomcha.

The members of the association prayed for the eternal peace of the departed soul and extended its condolence to the bereaved family members.

The Pentecost Church Sagalee condoled the untimely death of active church member Late Mallo Yanu on Aug 16.  The Church members conveyed deep sense of condolence to the bereaved family.

 

Tatak appointed

ITANAGAR, Aug 17: Former Minister Tanyong Tatak has been appointed as Chairman of the governing Body of the Arunachal Pradesh Bamboo Industrial Development Agency (APIBDA). Deputy Speaker Tapang Taloh appreciated Chief Minister Dorjee Khandu for appointing the veteran leader.
